Demolition of former barracks buildings and erection of 2 detached dwellings (Amended scheme)

 

The Team Leader (Development Control) presented the application to Members, during which they screened a presentation detailing the following:

 

·       Sie Location;

·       Aerial Photograph of the application site;

·       Photos of Existing Buildings;

·       Proposed Site Plan; and

·       Proposed Elevations.

Grant Planning Permission Subject to the following conditions:

 

1.      The works hereby permitted must be begun within 3 years of the date of this decision notice.

 

2.      The development shall be carried out in accordance with the following plans;

 

·         Plan “J1084 access fig 1 rev C”

·         Landscape General Arrangement Drawing Number 1483-401 Rev F

·         Landscape General Arrangement Wider Site Drawing Number 1483-402 Rev E

·         Plan ref:1483-006 Proposed floorplans and elevations

·         Plan ref:1483-004 Rev A Proposed site plan

·         Location plan 1483 001 Rev A

 

3.      All landscaping and tree planting detailed within the plans entitled, “Landscape General Arrangement Drawing Number 1483-401 F and Landscape General Arrangement Wider Site Drawing Number 1483-402 Esubmitted with this application and shall be fully implemented prior to any occupation of the development proposed in this applicationor first planting season post occupation use of the development if completion of the development occurs outside of the planting season. Any trees or plants, or grassed areas which within a period of 5 years from the date of planting die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size, species and quality unless the Local Planning Authority gives written consent to the variation. 

 

4.      Pior to first occupation of the dwellings, details of a landscape management plan shall be submitted to and agreed in writing with the Local Planning Authority and implemented.

 

5.      No development shall commence until a Construction Environment Management Plan (CEMP) has been submitted to and agreed in writing with the Local Planning Authority. The CEMP shall include;

 

       Pollution, noise and dust control measures to protect the Priority Habitat 5m north east of the application site and the potentially functionally linked arable fields surrounding the application site which may be used by qualifying species of the Ribble & Alt Estuaries and Martin Mere Special Protected Areas and Ramsar sites. Noise prevention measures should include, for example, acoustic fencing of the construction site;

       Reasonable avoidance measures for bats (the removal of suitable roosting features identified during the Preliminary Roost Assessment, should be undertaken by hand or using hand tools);

       Reasonable avoidance measures for hedgehog. 

       Details of phasing for the demolition, access road construction and building;

       A dust management plan which includes details of the proposed dust monitoring programme, both before and during construction

       Construction traffic routes, which shall include a primary traffic route;

       The local and number of parking spaces for contractors;

       Temporary roads/areas of hard-standing;
