            P/2021/0406/FUL                    Unit 1, Moore Park Way, St Helens

Erection of three new gatehouses along with alterations to one gatehouse; new one-way road for HGVs; relocation of bus stops and turning circle, new kerb lines and new height restricted barriers.

 

The Head of Planning presented the application to Members, during which a presentation was screened detailing the following:

 

·       Ariel Photograph of Site Location; and

·       Proposal.

The Committee was advised after publication of the agenda, the applicant had provided a program of measures to minimise the spread of airborne dust from the site within a Construction Dust Suppression plan. As a result of this submission, an amendment to condition three within the report in relation to compliance with the scheme was proposed.

Councillor Hooton appeared before the Committee to
present his objections to the application, after which the Applicant and their Transport Consultant presented their case to the Committee.

 

Grant Planning Permission Subject to the following conditions (or any amendment to the wording of these conditions or additional conditions that the Head of Planning believes is necessary to make otherwise unacceptable development acceptable):

 

1.         The works hereby permitted must be begun within 3 years of the date of this decision notice.

 

2.         The development hereby approved shall be carried out in accordance with details shown on the following plans:

 

·        Plan reference: 21003-ASA-ZZ-ZZ-DR-A-5004-S2 rev. P4 (Existing & Proposed Floor Plans) and 21003-ASA-ZZ-ZZ-DR-A-5003-S2 rev. P4 (Existing & Proposed Elevations) received by the Local Planning Authority on: 16.04.2021.

 

·        Plan reference: 21003-ASA-ZZ-ZZ-DR-A-5007-S2 rev. P1 (Proposed Height Restriction Barriers Details) received by the Local Planning Authority on: 26.04.2021.

 

·        Plan reference: 10145-FPCR-XX-XX-DR-L-0001 rev. P02 (Landscape Proposals) received by the Local Planning Authority on: 10.06.2021.

 

·        Plan reference: 194663-153/PD06 Rev B (Proposed junction arrangement) received by the Local Planning Authority on: 19.07.2021.

 

·        Plan reference: 21003-ASA-ZZ-ZZ-DR-A-5002-S2 rev. P8 (Proposed Site Layout) received by the Local Planning Authority on: 26.07.2021.

 

3.         The development hereby approved shall be carried out in full accordance with the submitted document titled: 'Construction Dust Suppression' received by the Local Planning Authority on 22.07.2021 by Key Property Solutions (KPS).

 

4.         Construction work shall not take place outside the hours of 08.00-18.00 hours Monday to Friday, 08.0013.00 hours Saturday and not at all on Sundays/Public Holidays without the prior written permission of the Local Planning Authority.

 

5.         Prior to the one-way HGV routing through the site being first brought into use, a revised and updated Operational Noise Management Strategy for Unit 1 as required by Condition 50 of permission P/2016/0608/HYBR shall be submitted to and agreed in writing with the Local Planning Authority. The agreed Strategy shall be implemented thereafter.

 

6.         Within three months of the commencement of use of the one-way HGV routing through the site, a noise verification assessment report which demonstrates the sound levels from the development comply with the requirements of condition 47 and 48 of planning permission P/2016/0608/HYBR shall be submitted to and agreed in writing with the local planning authority.
