Change of use from class use (C3) dwelling to (C2) children’s home.

 

In presenting the application to Members, the Service Manager, Development screened an aerial photograph of the application site.

A local resident appeared before the Committee to present their objections to the application, after which Councillor McQuade appeared before the Committee to present his objections to the application on behalf of local residents.

A Representative appeared before the Committee to present their support for the application on behalf of the Applicant.


Refused permission on the following grounds:

 

The proposed development would increase the number of vehicle movements and generate a need for on-street parking that would be detrimental to the free flow of traffic and highway safety in the area. To allow the development would thus be contrary to policies CP1 and CP2 of the adopted St Helens Local Plan Core Strategy 2012; and

 

The nature of the proposed development, and in particular the increase in activity in and around the site, would cause harm to the character of the surrounding area. To allow the development would thus be contrary to policy CP1 of the adopted St Helens Local Plan Core Strategy 2012.

 

Councillor McQuade here left the meeting.

Erection of 2no dwellings with associated access drive and landscaping to the rear of 14 Central Avenue.

 

A site visit had taken place by Members of the Committee prior to the meeting.

In presenting the application to Members, the Service Manager, Development screened an aerial photograph of the application site.

Two local
residents appeared before the Committee to present their objections to the application after which the applicant presented their application to Members.

 

Grant subject to conditions:
