Change of use of former bank (A2) into tanning salon (sui generis).

 

In presenting the application to Members, the Service Manager, Development screened an aerial photograph of the application site.

 

A local resident appeared before the Committee to present their objection to the application.

 

Grant Planning Permission Subject to the following conditions:

 

1.    The works hereby permitted must be begun within 3 years of the date of this decision notice.

2.    The development shall be carried out in accordance with the following application drawings:

·         Dwg No 3755-18-02 Site plan

·         Dwg No 3755-18-03 A Floor plans

Change of use from nursing home to create 13no apartments; external alterations and new vehicle access off Park Avenue.

 

In presenting the application to Members, the Service Manager, Development screened an aerial photograph of the application site.

 

Grant Planning Permission Subject to the following conditions:

1.      The works hereby permitted must be begun within 3 years of the date of this decision notice.

2.      The development shall be carried out in accordance with the following application drawings:
-Location Plan - Drawing No. DN409 S01 C - received by the LPA 23 Oct -2018Proposed Site Plan - Drawing No. DN409.S.03 H;

-Proposed Elevations - Drawing No. DN409.P.102 B;

-Garage Plans - Drawing No. DN409.P.05 C; and

-Plans Proposed - Drawing No. DN409.P.101 D

3.      External finishes shall be in materials that match, or closely harmonise with, the existing finishes.

4.      The 2 metre high railings adjacent to Park Avenue as shown on Drawing No. DN409.P.102 B shall be powder coated/painted black prior to the first occupation of the units and retained thereafter.

5.      No development shall take place until a scheme for the provision of affordable housing on the site, in line with the definition contained in Annex 2 of the National Planning Policy Framework, has been submitted to and agreed in writing by the Council as Local Planning Authority. The affordable housing shall subsequently be provided in accordance with the approved scheme.
The scheme shall include the following:
a) The number, type, tenure and location on the site of the affordable housing provision to be made which shall consist of not less than 30% of the total number of dwellings;

b) The timing of the construction of the affordable housing and its phasing in relation to the occupancy of any market housing;

c) The arrangements for transfer of the affordable housing to an affordable housing provider;

d) The arrangements to ensure that such provision is affordable for both initial and subsequent occupiers of the affordable housing;

e) The occupancy criteria to be used for determining the identity of prospective and successive occupiers of the affordable housing, and the means by which such occupancy shall be enforced;
