Change of use of ground floor retail unit and 1no first floor apartment to 5no bedroom House of Multiple Occupancy (HMO).

 

In presenting the application to Members, the Services Manager, Development screened an aerial photograph of the application site and an outline of the scheme of works.

 

Two local residents appeared before the Committee to present their objections to the application, after which Councillor Banks presented his objections to the Committee. 

The Applicant then appeared before the Committee to present their case.

 

Refused permission on the following grounds:

The development would have a detrimental impact on the amenity and standard of living for residents in the vicinity, by reason of a general increase in activity, the impact of on-street parking and fear of anti-social behaviour.

To allow the development would therefore be contrary to policy CP1 of the adopted St Helens Local Plan Core Strategy (2012) which states that proposals for development are expected as a minimum to be sympathetic to surrounding land uses and occupiers, avoiding detrimental impact on amenities of the local area, in particular residential amenities.
