In presenting the application to Members, the Services Manager, Development and Building Control (SMDBC) screened an ariel photograph of the application site and illustration of the development proposal.

 

A local resident joined the meeting to present their case, however prior to making their representation, they lost contact with the Committee.

In accordance with the remote meetings protocol, a Planning Officer read out to the Committee the resident’s pre-submitted statement which outlined their objections to the application.

 

Grant advertising consent subject to the following conditions:

 

1.      This consent shall be a period of five years;

2.      Any advertisement displayed in accordance with this consent shall be maintained in a clean and tidy condition, to the reasonable satisfaction of the Council as Local Planning Authority;

3.      Any land (including buildings) used for the display of advertisements in accordance with this consent shall be maintained in a clean and tidy condition, to the reasonable satisfaction of the Council as Local Planning Authority;

4.      Any structure or hoarding erected or used principally for the purpose of displaying advertisements in accordance with this consent shall be maintained in a safe condition;

5.      Where removal of any advertisement is required under the terms of this consent, the removal shall be carried out to the reasonable satisfaction of the Council as Local Planning Authority;

6.      Before any advertisement is displayed on the land or building in accordance with this consent, the permission of the owner or any other person entitled to grant permission shall be obtained;

7.      No advertisement displayed in accordance with this consent shall be sited or displayed so as to obscure, or hinder the ready interpretation of, any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway or aerodrome;

8.      This consent shall be for the form of advertisement display specified in the application, subject to any modifications required or allowed by the terms of this decision, and, in the case of advertisements consisting of particular words and symbols of specified sizes and utilising specified colours, shall not extend to authorise a different form of display; and

9.      The application hereby permitted shall be displayed in accordance with the details shown on the following plan: 19302-P0002-REV F.

A report was submitted which informed Members of the current position with regard to the planning appeals that were pending or had recently been concluded.


Following Committee query, the SMDBC updated the Committee on the following planning appeal:

 

App/2019/0014, 8 Red Car Lane Crank, which had been allowed following an appeal against the decision to refuse the application.

 

*           Resolved that:

(1)        the report be noted; and

(2)        future reports on current planning appeals to indicate if the decision is a Delegated or Committee decision and details any costs as a result of appeal.

Minutes:

A report was submitted which informed Members on the current position with regard to enforcement cases.

During discussion of the item, Councillor L Preston declared a personal non-pecuniary interest in Item 4 planning application reference P/2020/0136/ADC.

 

After accepting the late declaration, the Chair noted that the application was passed with a large majority and thus Councillor L Preston’s declaration did not impact on the decision made.
