P/2019/0870/OUP                  Raven Lodge, 113 Church Street, St Helens
Outline application with appearance reserved for proposed multi-storey apartment block for up to 58 apartments.

 

In presenting the application to Members, the Services Manager, Development and Building Control (SMDBC) screened an aerial photograph of the location and the proposed plan.

The SMDBC advised since the publication of agenda four additional representation had been received, these were outlined to the Committee.

Two local residents joined the meeting to present their case, however prior to making their representation, the first resident lost contact with the Committee.

In accordance with the remote meetings protocol, a Planning Officer read out to the Committee the resident’s pre-submitted statement which outlined their objections to the application, after which the second resident presented their objection to the application to the Committee.

 

Resolved that the application be refused on the following grounds:

 

1.    The scale of the proposed building would result in undue harm to the character and appearance of the George Street Conservation Area and the setting of the Grade II Listed Friends Meeting House by reason of its height and footprint relative to the surrounding building in the Conservation Area and the height adjacent to the two storey Friend Meeting House.

This was contrary to the requirements set out in Core strategy Policy CQL4, saved Unitary Development Plan Policy ENV24B and section 16 of the National Planning Policy Framework; and

2.    The loss of the building would cause harm to the George Street Conservation Area as it makes a positive contribution to its character and appearance. There are no public benefits which outweigh this harm.

Accordingly, the proposed development was contrary to section 16 of the NPPF and policies CP1 and CQL4 of the Core Strategy and saved UDP Policy ENV24B.
