Change of Use from C3 (dwellinghouse) to C2 (residential institution) for care of up to 3no young people, and the insertion of a first-floor side elevation window.

 

The Chair advised the Committee that this application had been deferred and would be brought back for consideration by the Committee in due course.

 

P/2020/0083/OUEIA               Land At Cowley Hill, College Street

Demolition of existing buildings and outline planning permission with all matters reserved except for means of access from City Road, College Street, Victoria Street, Washway Lane, Albert Street and Oldfield Street for up to 1,100 dwellings and up to 3,925sqm of mixed use floorspace providing for flexible use within Use Classes A1, A2, A3, A4, B1, C1, D1 and D2 with associated landscaping and infrastructure.

 

In presenting the application to Members, the Team Leader, Development and Building Control gave a presentation to the Committee which detailed the following:

 

·       P/2020/0083/OUEIA – Land at Cowley Hill;

·       Site Location;

·       Historic Use of the Site;

·       Previous Contamination Use;

·       Proposed Development;

·       Indicative Master Plan;

·       Principal of Development – Development Plan;

·       Highways and Phasing;

·       Flooding and Drainage;

·       Biodiversity and Trees;

·       Other Issues; and

·       Summary and Conclusion.

 

A local resident speaking in objections to the application joined the meeting to present their objections to the application to the Committee.

The Applicant’s Agent then presented their case to the Committee on behalf of the Applicant.

Grant Planning Permission Subject to the following conditions:

 

That authority to grant planning permission be delegated to the Service Manager for Development and Building Control to allow for the completion of a Section 106 agreement in order to secure:

 

·       A financial contribution of £681,300 (and the phasing of the payment of this contribution) towards off-site Biodiversity mitigation and net gain.

·       A financial contribution of £450,000 (and the phasing of the payment of this contribution) towards sustainable transport initiatives.

·       A financial contribution (and the phasing of the payment of this contribution) towards the council's proportionate costs in relation to the monitoring of the obligations of this agreement in accordance with the requirements of Regulation 122 (2A) of the Community Infrastructure Regulations 2010

Planning permission be granted subject to following conditions (or any amendment to the wording of these condition or additional conditions that the Service Manager for Development and Building Control believes is necessary to make otherwise unacceptable development acceptable):

 

1.         A first application for approval of reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. All subsequent reserved matters applications shall be submitted no later than within seven years of the date of this permission and shall be commenced within two years from the approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved.
