Application to Determine Classification of Film – ‘In Abigail’s Place’

APPLICATION TO DETERMINE CLASSIFICATION OF FILM – ‘IN ABIGAIL’S PLACE’

On 23 November 2011, the Licensing and Environmental Protection Committee delegated the classification of film function to the Licensing-Sub Committee and approved the protocol for determination of film classification.

 

Members of the Sub-Committee were advised that an application to determine classification of the film ‘In Abigail’s Place’ had been received from Mr Geoffrey Harrison, on behalf of staff and students at Cowley International College.

 

The staff and students at Cowley International College hoped to screen the film on Thursday, 2 July 2015 at the Cineworld Multiplex Cinema, Chalon way West, St Helens.

 

Members were informed that it would be usual practice that the British Board of Film Classification (BBFC) would classify films to be screened at licensed premises such as a multiplex cinema; however ‘In Abigail’s Place’ had not been classified.

 

In the case of a film which had not been classified by the BBFC the Council, as Licensing Authority would be the classifying body and under the Licensing Act 2003 the film must be classified to allow it to be screened at the licensed premises.

 

The Licensing Authority’s Procedure for Classification of Films, correspondence from Cineworld Cinema Multiplex confirming the booking on the 2 July 2015,a brief synopsis of the film together with email correspondence from Mr Harrison and extracts from BBFC Guidelines were attached at appendix A to D of the report respectively.

The film had been submitted by Cowley International College for classification by the Sub-Committee. ‘In Abigail’s Place’ was screened for Member’s consideration.

* Resolved that ‘In Abigail’s Place’ be certified 12A.
