P/2021/0277/OUP                            Land to the rear of 1 To 79, Station Road, Haydock

Outline application with some matters reserved except access, appearance and scale for the erection of up to 4no. semidetached dwellings with associated parking, and up to 8no. detached bungalows with associated parking.

 

The Head of Planning presented the application to Members, during which a presentation was screened detailing the following:

·       Ariel Photograph of Site Location; and

·       Proposal.

 

Members were advised on an additional representation from a local Councillor that had been received after publication of the agenda which was outlined to the Committee.

 

The Committee was advised that the outline application submitted had included details in relation to external appearance, access and scale, however, following publication of the agenda consideration of external appearance had been withdrawn by the applicant and would be reserved for future consideration.

The Planning Solicitor provided clarification on paragraph 7.20 of the report and that any closure of the existing footpath would be a temporary one and not result in complete extinguishment.

 

A resident appeared before the Committee to present their objections to the application.

 

Grant Planning Permission Subject to the following conditions:

 

1.      All applications for reserved matters must be made within three years of the date of this decision notice and development must be commenced before the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved.

 

 2.     No development shall take place until details of the following reserved matters have been submitted to and approved in writing by the Council as Local Planning Authority:

        

·       Access;

·       Layout; and

·       Landscaping.

        

         The development shall be carried out in accordance with the reserved matters as approved.

 

 3.     The access and scale shall be carried out in accordance with the following application drawings:

        

         519C-DWG-01 - (Location Plan)

         519C-DWG-05 - (Proposed Site Plan)

519C-DWG-07 – (Proposed Floor Plans – House Type 1)

519C-DWG-08 – (Proposed Elevations – House Type 1)

         519C-DWG-09 – (Proposed Floor Plans & Elevations – House Type 2)

        

 4.     Prior to their use on site, details of the proposed facing materials shall be agreed in writing with the Local Planning Authority. The development shall be constructed in accordance with the agreed materials.

 

5.      Prior to their use on site, details of the proposed surfacing materials (including parking areas) shall be agreed in writing with the Local Planning Authority. The development shall be constructed in accordance with the agreed materials.

 

6.      Prior to the submission of any reserved matters application seeking approval of a detailed layout of development, intrusive site investigations shall be carried out to establish the risks posed to the development by past coal mining activity, including that posed by shallow underground mine workings and by recorded mine entries. The Head of Planning advised the Committee that the current position of planning appeal reference APP/2020/0008 - Land Between A49 Winwick Road to A573

Parkside Road, Including a portion of the former Parkside Colliery Site and then Land from A573 Parkside Road to A579 Winwick Lane Connecting to M6 Junction 22 was an error and was awaiting decision from the Secretary of State.
