Erection of 2no dwellings with associated access Drive and landscaping to the rear of 14 Central Avenue.

 

In presenting the application to Members, the Service Manager, Development screened ariel photographs of the application site and advised of a four additional representations that had been received after publication of the agenda.

 

Two local residents appeared before the Committee to present their objections to the application after which the Applicant presented their case to Members.

 

Decision deferred for a site visit to take place.

Demolition of existing detached garage and the
re-erection of single storey extension along with the reuse of the existing access from Central Avenue (Amended Description).

 

In presenting the application to Members, the Service Manager, Development screened ariel photographs of the application site.

 

The Applicant appeared before the Committee to present their case to Members.

 

Grant permission subject to the following conditions:

 

1.            The development must be begun within three years of the date of this decision notice;

2.            The development shall be carried out in accordance with the following plans:

·         1623 PL001Location Plan;

·         1623 PL002 Rev A Site Plan;

·         1623 PL003 Rev A Existing Ground Floor;

·         1623 PL004 Existing Elevations;

·         1623 PL006 Rev B Amended site layout;

·         1623 PL007 Rev B Amended drive and landscaping;

·         1623 PL 008 Proposed Elevations; and

·         1623 10 Rev A Front Boundary Wall;

3.            External finishes shall be in materials that match, or closely harmonise with the existing finishes;

4.            The landscaping scheme shown in drawing number (ASCERTA P1012 18 03 Rev D) shall be implemented prior to any part of the development being brought into use. Any planting which within a period of 5 years of implementation dies, is removed or becomes seriously damaged or diseased shall be replaced during the next planting season with others of a similar size or species, unless the Council acting as Local Planning Authority gives written consent to a variation. Should replacement planting be necessary, the Council shall be notified in writing at least 7 days prior to the planting taking place;

5.            Temporary measures to provide physical protection of all trees, hedges and shrubs shown to be retained shall be in accordance with the plans and specifications within the plan entitled “Tree Constraints and Draft Protection Drawing, Drawing No. P.1012.18.02 Rev. D”, submitted with this application.  The provision of total exclusion zones must be achieved by the erection of protective fencing as specified in the submitted plans which should not be to a standard less than that specified in British Standard BS5837 (2012).  The areas so defined shall be kept free of machinery, stored materials of all kinds and any form of ground disturbance not specifically catered for in the agreed measures, for the duration of site, demolition and building works.  Once the tree protection fencing has been installed the St Helens Trees and Woodlands Officer must be notified  ...  view the full minutes text for item 40.
